
Every learner’s journey looks different. The role of a college like TST is to make sure that wherever a learner starts, they leave with a clearer sense of where they’re going.
When the Government published its Post-16 Education and Skills White Paper, it set out a clear ambition: to build a more inclusive system—one that better prepares young people with SEND for adulthood, employment, and independence.
For us at TST, that ambition feels familiar.
It’s what we’ve always been working towards.
But reading the White Paper closely, there’s a noticeable shift in tone. The conversation is moving on. It’s no longer enough to say that support is in place. The focus now is on something more challenging—and more important:
What difference is that support actually making?
In our classrooms, this isn’t an abstract idea—it’s something we see every day. Our learners don’t just need access to education. They need the right environment to build confidence, develop independence, and take meaningful steps towards their future. Inclusion matters. Of course it does. But inclusion on its own doesn’t guarantee progress.
What matters is what comes next.
Do our learners feel ready?
Do they have options?
Do they believe in their ability to move forward?
At TST, that’s why we place such a strong emphasis on creating clear, purposeful pathways—whether that leads to further education, supported internships, or employment. A place in education is important. But a sense of direction is what really changes lives.
The White Paper talks a lot about tailored support. In practice, we’ve learned that personalisation isn’t something you design once and put in place. It’s something you build over time. Yes, tools like Adjustment Planners give structure. But what really makes the difference are the relationships between staff and learners—the small, consistent moments where someone notices a change, asks the right question, or adjusts an approach before a challenge becomes a barrier.
Support shouldn’t stand still. It has to move with the learner.
And often, it’s that responsiveness—not the paperwork—that has the biggest impact.
One of the less visible challenges in SEND education is not just getting learners into college, but helping them feel that they are part of it. We think a lot about this at TST. Inclusion isn’t just about being in the room. It’s about feeling comfortable in that space, being able to participate, and knowing that you belong. That means looking beyond the classroom—at social spaces, college activities, and everyday interactions—and asking: is this truly accessible for everyone? When learners feel that they belong, everything else becomes more possible.
If there’s one area where the White Paper is absolutely right, it’s in its focus on collaboration. Supporting SEND learners effectively—especially post-16—requires a network, not a single provider. Our partnerships with employers, local authorities, and other organisations are a vital part of what we do. They help ensure that learning connects to real opportunities, and that learners leave us with more than qualifications. They leave with a clearer sense of direction—and a pathway they can realistically follow.
Post-16 can be a fragile point in a young person’s journey. It’s often where confidence dips, where disengagement can begin, and where the risk of becoming NEET becomes more real. We see how quickly things can change if support isn’t timely. That’s why we focus so much on staying connected—keeping an eye on engagement, having early conversations, and stepping in before small issues grow. But more than that, it’s about making sure every learner feels noticed. When a learner feels seen and supported, they’re far more likely to keep going.
The White Paper sets out a vision of a system that works together—one where no young person is left without a pathway. That’s something we strongly believe in.
At TST, our role is simple in principle, even if it’s complex in practice: to ensure that every learner leaves us with more than they arrived with. More confidence. More independence. And a clearer idea of what comes next.
The system will continue to evolve over the coming years.
But our focus won’t change.
